An employee was replacing sign panels on metal arches over a terminal access road overpass on a parkway. He was working from a boom lift parked at the median while the inside lanes were open to traffic in both directions and the outside lanes and shoulders were closed. An automobile truck carrier struck his boom lift, ejecting him from the basket. His harness/lanyard pulled him back, and he bounced off the basket and landed on the pavement below. He sustained a fractured femur, nine broken ribs, a broken collar bone, a punctured lung, and lacerations on the forehead and calf.
