An employee was troubleshooting a golf cart that he uses to travel around the site. The employee reached into the engine compartment to manipulate the starter belt. When he pulled on the belt, stored energy was released and pulled his right index finger into a pinch point between the belt and pulley. He suffered an injury to his finger that resulted in amputation of tissue above his knuckle.
