An employee was closing valves in preparation to clear lines on an ethylene inlet "Y" strainer. A hose was being hooked up to empty the residual ethylene in the line. There was an unexpected release of ethylene, and the pressure caused an unloading arm to swing back and strike the top of the employee's head.
