Before the incident

Shorter walkie rider was used causing the flats to be unbalanced tilt to one side. The 3 stacked flats that were already in the trailer were not all the way to the wall of the trailer.

What happened

Walkie rider operator was putting away 3 stacked empty 13 ft flats into dunnage trailer when the stacked flats made contact with another 3 stacked flats that were already in the trailer causing the top flat to fall backwards and smash EE 's fingers that was on the walkie rider 's hand tiller.
