Custodians were working cardboard off the dock area into the cardboard dumpster. One was tossing cardboard by hand from inside the dock area to the outside dumpster when after emptying a box of cardboard he took the empty pallet through the dock door and a strong wind caught it and blew it toward The injurd employee striking her on the top of the head.
