What happened
Employee was culling mail at APBS 3 and when a mail piece was stuck between the OTR and the safety bar on the dumper. Employee couldn 't get it with the culler stick and decided to remove the mail piece using his hand. When the mail piece came out the OTR shifted and jammed his left index finger between the equipment and the safety causing his finger to have a laceration.
