Before the incident
EE was sorting damaged from undamaged pallets and placing into stacks. EE identified a overhanging pallet on the stack and stepped onto the second pallet from floor protruding from the stack in order to reach overhead and push the overhanging pallet back into the stack.
What happened
During the act of pushing the pallet back it fell striking the EE in the right forearm. EE also fell against stack of pallets striking left torso.
