Removing dryer lid to replace with gravity lid cutting stainless steel bolts

Employee was removing stainless steel bolts on a chromate dryer lid. Employee was using a 7 inch angle grinder with the guard removed in order to access to the bolts. (Employee did not remove the guard. Guard had been removed previously.) Bolts are known to often be frozen together and unable to be removed using an impact wrench. As the employee was cutting the bolts the grinder kicked back. Employee states that the cord knocked the face shield out of the way and the cutting wheel made contact with his chin just below the mouth.
