Driving belt loader

Employee got onto belt loader put it into gear and realized he forgot to remove wheel chocks. He got off running belt loader to remove chocks rear chalk was wedged he reached up to put it in reverse to remove the chock. He then reached up to put belt loader into neutral and accidently put it into gear (while off the vehicle) and the belt loader moved forward rolling over his foot and leg pinning him under the left front wheel.
