Employee was un-racking product (cutting the banding straps off and then taking the wooden racks off) to be loaded on a railcar.

After the employee cut the banding off of the rack he turned to go throw the loose banding in the dumpster when the rack fell away from the pallet.He did not secure the rack from falling (leaning it against to pallet) before turning to go throw away the banding.
