Before the incident
loading the water call attenuator onto a boom truck.
What happened
They were loading by hand leaning the cell so that the water cell was leaned against the bed of the trailer lengthwise and had two individuals towards the front to guide and two individuals towards the rear to push with a fifth individual in the middle to assist with guiding the piece. IP was located at the front of the piece. While going to lower the piece there was a miscommunication between the laborers resulting in the water cell attenuator being dropped onto IPs left ring finger. There was still about 2-3 inches of water in the attenuator cell below the drain line that the laborers were unable to drain.
