Crew was in the process of lifting and setting Tilt Panel #17 (192000 lbs.) using a crane. The employee was working in the vicinity of the panel setting operation.

During the crane lift the crane was tracking west to position the panel within the safe lifting radius. The concrete beneath the front tracks gave way causing the crane to sink approximately 6 inches at the front and the rear to lift slightly. The panel swung approximately 5 feet to the west and dropped abruptly. The crane operator tracked backwards to prevent a tip-over causing the panel to lift on one end and rapidly spin 180 degrees. Employees ran to avoid the swinging panel. The employee sustained injuries when struck during the panel movement.

Fractured right tibia and fibula (lower leg); required surgical repair.
