Sanitation job function specifically cleaning product transfer hoses

Employee was using hot water hose to spray out and clean the product transfer hoses. The transfer hose was draped over a cart with one end hanging over each side of the cart. Employee was spraying hot water into one end of the product transfer hose. The water from the hot water hose would run through product transfer hose and drain out the opposite end. He would hold one end of the transfer hose at approximately waist level and spray the hot water into it at the height. When he let go of the hose the end fell to the floor level. When the employee let go of the product transfer hose the water that was inside the product transfer hose drained towards the employee and ran down his leg into his boot. The water was hot enough to cause second-degree burns. The employee then removed his boot and sock and examined the injury and called for help.
