Before the incident
EE and other employee were removing blankets off of concrete wall
What happened
EE was standing at bottom of concrete wall and pulling blankets away from the wall. The job site was covered in snow and icy. As EE was pulling the wind blew and the blanket fell on top of him. As EE was getting out from under it his foot slipped on ice and was lodged into a hole in the ice. EE fell backwards and his foot stayed in place. EE broke his leg at the base of his ankle.
