Before the incident
TM was loading his dough on to the pallets to be able to load in his truck.
What happened
TM was stacking dough in the cooler to load into his trailer when he noticed that the stack of dough was positioned on the floor. As he attempted to place it onto the pallet attached to his PIT he realized that the bottom trays of the stack were not securely locked in place. When he tried to adjust them to properly lock them in and maneuver the stack onto the pallet the top trays also began to shift due to improper securing. Recognizing that the trays were about to fall TM moved out of the way to avoid being struck. However in the process the falling trays made contact with his left ankle.
