What happened

[REDACTED] was working on the reroof at the [REDACTED]. All the roofing tearoff gets taken to the North side of the roof and disposed of in the Veit dumpster sitting on the ground. The dumpster was filling up and [REDACTED] proceeded into the dumpster to start maneuvering some of the bigger debris to allow for more room in the dumpster. While in the dumpster [REDACTED] came to the shoot with a load of debris on top of a 4x8 sheet of insulation. He was unloading the debris down the shoot when a gust of wind blew the 4x8 sheet out of his hands. The insulation blew down into the dumpster area and hit [REDACTED] in the middle of the face.
