Using a forklift to transport scrap metal in a steel hopper to the steel dumpster in the loading dock area

Employee was emptying the scrap metal into the steel dumpster by raising the steel hopper to the correct height and then pushing up on the release handle which allows the hopper to tilt forward. The hopper did not tilt forward enough to empty the scrap steel. As the employee attempted to rectify the problem he failed to follow the correct safety procedures. He put his hand in a dangerous area during the emptying process. During this part of the process the steel hopper dumped properly and as it returned to its original position the employees finger got smashed between the base of the hopper and the body of the hopper.
