Attempting to adjust the shear valve regulator with a T-handle.

While trying to adjust shear valve on [REDACTED] shear failed to retract after coming down causing material to bunch up against the shear and curling up resulting in the employee getting his hand pinched between the air regulator and material. The material bunching up is what caused the laceration to right hand middle finger.
