Adjusting rigging on a spool piece of pipe that was loaded on the carry deck

What happened

A Turner TSG crew 1 crane operator and 2 Riggers were tasked with transporting an 8 long spool piece from the [REDACTED] fab shop to the southeast corner on the [REDACTED] unit using a carry deck. Once they arrived at [REDACTED] the riggers began adjusting the rigging on the pipe to be offloaded. There was a 55ton crane previously set up in the area that was to remove the material from the carry deck. The carry deck operator announced that he was going to deploy the outriggers to stabilize the equipment in preparation for the 55ton crane to remove the pipe from the deck. EE was positioned at the front right hand side of the carry deck and did not hear the operator. The 2nd rigger located rear passenger side relayed the communication to the EE as the operator commenced to deploying the outrigger and the outrigger contacted the EEs left foot causing injury.
