Beginning the process of rigging up a water transfer line. This involves unspooling a role of flexible pipe called lay-flat in a straight line on the ground. It is called lay-flat because it lays flat on the ground while empty but when it fills with water it changes into a cylinder shape.

The spool of lay-flat pipe was raised approximately 2-3 feet in the air from the ground. As the steer operator engaged the controls to spin the spool forward so that the pipe would begin to unspool Mr. [REDACTED] step up close to the skid steer and the deployer. At that time the deployer failed and released the spool. The spool fell to the ground. After the spool hit the ground it tipped over landing on Mr. [REDACTED].
