Walking to retrieve fallen sign caused by severe weather event

Employee was patrolling campus when he noticed a pedestrian sign that came out of the ground and was laying across the crosswalk. Employee stopped to put up the sign and to get it out of the crosswalk. As he exited the university truck and was walking toward the sign a strong gust of wind (50+ sustained wind gusts) suddenly blew employee off balance causing him to twist his ankle and fall to the ground; landing on his right side
