Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
potential hazard of entrapment in a confined space because the employer
did not establish a program to provide the equipment and training in the
nature of the hazards, necessary precautions, and use of protective and
emergency equipment.
a) Sawdust Towers - Employees entering the towers to break up bridging
were exposed to hazards associated with confined spaces.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to set up and follow a confined space entry
procedure that would minimize the hazard of entrapment and insure
immediate rescue in an emergency.
ABATEMENT: See "Working in Confined Space" (NIOSH Publication No. 80-
106) for guidance in air sampling, entry procedures, and rescue
equipment required.
*  The work enviroment in the tower should be periodically checked for
oxygen deficiency which could occur as the result of organic
decomposition.

served by the dust collection system were exposed to fire and/or
explosion hazards due to the dust collection system not being
designed, constructed, and maintained properly.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to design, construct, and maintain the dust
collection system according to established safety and health standards.
Examples include the recycling of filtered air back into the building
without an approved spark detection and suppression system and without
an abort damper.
ABATEMENT NOTE: See "NFPA 664 Standard for the Prevention of Fires
and Explosions in Wood Processing and Woodworking Facilities" for
guidance.
