Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On or about October 3, 1987 employees working in hold #3 of the
vessel "Ravenna" were exposed to the hazard of being struck by
materials that could fall from drafts being swung over the open hold
by a crane.
Among other, one feasible and useful method to correct this hazard is to
ensure that cranes do not pass loads over open holds where employees are
working or to ensure that employees evacuate the hold prior to passing
loads over them.
