Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard. Assembly Area: Employees were exposed to a fall hazard from a height of greater than 10 feet because the portable ladder used to gain access to a work platform on the Wire Takeup Machine did not extend to at least 3 feet (0.9) meters above the upper landing surface and the ladder was not secured at its top to a rigid support, and a grasping device such as a grabrail was not provided to assist the employees in mounting and dismounting the ladder. Among other methods, one feasible and acceptable abatement method to correct this hazard is to provide a ladder which will extend 3 feet beyond the platform and to secure the ladder to prevent movement when the employee is either mounting or dismounting the ladder.ting
