Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed the hazard of a fall due to not having been due to not having been provided with, trained on, and required to use double lanyards where transversing the structural steel of the tower. Among other methods, one feasible method would be: One method of correcting of this hazard is to provide all employees engaged in tower construction work with safety harness and double lanyards, and to require the use of double lanyards when working at elevations of 6' above ground level in accordance with regulations and industry practices.
