Title 40.1-51.1.(a) Code Of Virginia:  The employer did not furnish
employment
and a place of employment which were free from recognized hazards that were
likely to cause physical harm to employees in that:
1.On the east side of the garage, a Gilbarco single-piston hydraulic
automobile lift had a lift lock which would not auto-engage at the
top of the lift or during the lift;
2.On the west side of the garage, a Gilbarco single-piston hydraulic
automobile lift had a broken lift lock that would not engage at the
top of its travel or at any stopping point in its upward travel;
3.On the east side of the garage, a Gilbarco dual-post hydraulic
automotive lift had lift-lock pawls which would not automatically
engage with the rack of the safety locking device because the pawls
were clogged with debris and oily dirt;
as required by Section 4.1.11 of the American National Standards Institute
Standard Safety Requirements for the Construction, Care and Use for
Automotive
Lifts, ANSI B153.1-1990.  Among other methods, one feasible and acceptable
abatement method to correct this hazard would be to repair or replace the
lift-
locks and pawls or to clear away the debris from them so that they are
fully and
automatically operable.ally
