Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to skin and eye damage resulting from exposure to ultraviolet
radiation during the U.V. caring process:
a)  Employee(s) operating the U.V. during machines
manufactured by screen printing enterprises were exposed
to ultraviolet radiation in excess of the American
Conference of Governmental Industrial Hygienists/Threshold
Limit Values, on or about September 24, 1992.
Exposure to ultraviolet radiation can result in skin erythema and
increase the risk of developing skin cancer.  Ultraviolet radiation
is also  absorbed by the cornea and conjunction of the eyes and can
cause keratoconjunctivitis.
Among other methods, feasible and acceptable abatement methods
to correct this hazard include:
1.  Install opaque colored shield extending from the
existing lamp shield to reduce reflectance.
2.  Isolate operator from U.V. lamps using glare resistant
strip curtains.
3.  Provide employees with U.V. resistant eyewear to reduce
eye exposure.

a)  Employee(s) who are exposed to U.V. Curing paint
manufactured by Pierce and Stevens Corp. during the silk
screening operation suffer from dermatitis, on or about
September 24, 1992.
Among other methods, a feasible and acceptable abatement method
to rduce contact with the paint includes implementing a dermatitis
prevention program which would include:
1.  Mandatory use of protective gloves.
2.  Protective aprons should be worn during any part of the
operation where body contact with the paint is
foreseable.
3.  Protective clothing should be worn at work.
4.  Protective clothing to include employees shoes should
not be worn home and should be washed separately by a
commercial laundry service.
5.  Employees should routinely wash up before lunch and
breaks.
6.  Employees who work in the area should shower at the end
of their workshift.
7.  An appropriate hand cleanser should re readily available
and immediately used after contact.
8.  Moisturizing cream should be used after washup to prevent
skin drying from frequent washup.
9.  Work surfaces should be maintained as free as practicable
from accumulations of the U.V. during paint.
10.  Disposable paper should be used to cover the work
surfaces daily.
11.  A plastic cover should be used to cover the control panel
daily.
12.  A medical program should be developed to address those
individuals who have become sensitized.
13.  A training program should be implemented to assure that
employees are aware of the requirements under the
program.
