Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to the hazard of falls while working at elevated locations
erecting the steel frame of a building addition:
a.  Filene's Department Store Addition Construction Site
Employees involved in erecting the steel frame of the addition
were not protected from fall hazards of up to 25 feet to the
level below.
ABATEMENT NOTE:  Among other methods, one feasible and acceptable
abatement method to correct this hazard is to enforce the use of
safety belts and lifelines while employees are working at elevated
locations.
