Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a.  Location:  BIA 80, Ft. Apache Indian Reservation, Whiteriver,
AZ - Employees were exposed to the hazard of being struck by
the tree they were falling on 09/23/92.
Among other methods, one feasible and acceptable abatement
method to correct this hazard is to adequately train and
supervise employees.  Essential elements of such training
and supervision would include:
1.  Assuring that a path is cleared to excavate the area
of the falling.
2.  Assuring that fellers move a safe distance from the
falling tree.
3.  Assuring that fellers do not work alone and unsupervised.
4.  Assuring that a path is cleared for the tree to fall.
5.  Assuring that there is adequate undercut.
6.  A written safety and health program which includes a
written training program.
