Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to insufficient illumination. (a) Employees (tractor trailer drivers) are exposed to slipping, tripping and falling hazards from insufficient illumination. The job practice includes strapping down and /or tarping down the trailer loads in pre or post daylight hours using, in one case, a fork lift truck headlight and in another case, truck mounted spot lights. The illumination levels ranged from zero to 1.6 foot candles in one warehouse (Fork lift head lights) to zero to 1.1 foot candles (cab mounted spot lights). Feasible and useful methods of control are to provide lighting that will provide 10 foot candles of light for the tarping and strapping operations.n
