General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
Crushing injuries from the two in ground axle type automotive lifts
located on the west end of
the mechanical shop due to the lack of a safety device which would prevent
the lift from
descending in the event of a mechanical/hydraulic failure.
Automotive mechanics at Weir Chevrolet were exposed to the hazard of being
struck by and/or
crushed by raised vehicles while working under the vehicle suspended by
the automotive lift(s).
Safety devices to hold the lifts in the fully extended position are
required by American National
Standard(ANSI) B153.1-1990.
Feasible and effective abatement can be expected to include, but is not
limited to:
1) Installing automatic safety locks on each lift.
2) Utilize portable bracing devices which are adequate to provide support
of the suspended load
in the event a mechanical or hydraulic failure occurs whenever the lifts
are suspended.  An
example of an adequate brace would be jack stands.
