Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of being struck and/or caught
by/between a suspended
load:
a.At the worksite, it was documented that an employee places wood blocks,
to
initially support a boat before towers (in the form of tripods) are also
placed to
support the boat. Once the boat is lowered to the blocks, if modification
to the
location of the blocks is merited, the employee rearranges the blocks
position.
While relocating the blocks, the boat is suspended in the air by a Tami
"ROPCO" lift while the employee is under the suspended load.
Among others, feasible and acceptable abatement methods to correct this
condition are to:
1. Properly support the load before work is begun.
2. The boat could be lowered into a cradle.
3. The blocks may be placed in a preselected location to avoid the need
for an
employee to rearrange them, therefore eliminating the exposure to the
suspended load.
NOTE:Certification and documentation of abatement must be submitted for
this
citation item as required by 29 CFR 1903.19.
