Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of an automotive lift(s) falling while working under or around the lift(s): a)Garage bay area, lift 3 - On or about 01/15/98, the employer did not ensure that automatic locking devices on two (2) semi-hydraulic automobile lifts were maintained in an operable condition to ensure the lifts continued safe operation in accordance with paragraph 7.1.2 of the American National Standard Institute (ANSI) Publication B153.1-1990 and section 3.1 of the manufacturer's (Advantage-Globe) installation, operation, and service parts manual for the model FS-10 Frame "Kontact Lift" with Offset Arms. b)Garage bay area, lift 6 - On or about 01/15/98, the employer did not ensure that automatic locking devices on two (2) semi-hydraulic automobile lifts were maintained in an operable condition to ensure the lifts continued safe operation in accordance with paragraph 7.1.2 of the American National Standard Institute (ANSI) Publication B153.1-1990 and section 3.1 of the manufacturer's (Advantage-Globe) installation, operation, and service parts manual for the model FS-10 Frame "Kontact Lift" with Offset Arms. Among other methods, several feasible and acceptable abatement methods to correct these hazards include: (1) Cleaning and maintaining safety devices to ensure proper function; (2) Establishing a periodic inspection procedure as recommended by the manufacturer to ensure the safe operation of the lifts; (3) Posting lift operation instructions and instructing all employees in the safe use and operation of the automotive lifts and their safety devices and ensure their routine use; (4) Installing permanent marking on the lifts to show the manufacturer's name, rated load capacity, model and serial number in accordance with standards referenced in American National Standards Institute (ANSI) B153.1, 1990 and the manufacturer's installation, operation, and service manual. NO ABATEMENT CERTIFICATION REQUIRED
