Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck and/or crushed while servicing automobiles : Employees were exposed to being struck and/or crushed from electrical hydraulic lifts used for raising vehicles on a daily basis due to excessive wear of the lift structure components, such as but not limited to, defective locking devices, leaking hydraulic fluid, and broken hydraulic fluid gauges. Service Department: Mohawk Lift #503188 - Safety lock was not working properly causing the vehicle to shift when raised, Mohawk Lift #511967 - Safety lock was not working properly causing the vehicle to shift when raised, Benwil Lift #7361 - Safety latch was broken, Benwil Lift #7390 (Grand TP-9) - Safety latch broken, leaking hydraulic fluid, and broken hydraulic fluid gauge. Among other methods, one feasible and acceptable abatement method to correct this hazard is: 1) Removal of affected lifts from service until repaired in accordance with the standards referenced in American National Standards Institute (ANSI), Standard B153.1, 1990 and Automotive Lift Institure (ALI) Standard ALI-ALOIM, 1994; and 2) Development of periodic inspection program and maintenance program along with operator training in recognition of the above hazards in accordance with standards referenced in ANSI Standard B153.1, 1990 and ALI-ALOIM, 1994.LOIM,
