North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish to
each of his employees  conditions of employment and a place of
employment free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees, in that
employees were exposed to suspended loads held by overhead hoists
that were not inspected periodically:
a)service department - where a 1.5 ton (L-15) American Gage
and Manufacturing Co. overhead, underslung hoist (hand
chain operated) received visual, frequent inspections,
but was not receiving periodic inspections on a
semiannual basis.  The hoist was used to lift engines
into and out of diesel trucks on a weekly basis.

ABATEMENT NOTE:
The periodic inspection should include the requirements of
ANSI B30.16-2.1.3 which includes checking the motor or load
brake for external evidence of excessive wear and checking the
suspension bolts, shafts, gears and rollers for signs of
cracks or corrosion.  Periodic inspections need to be
recorded.
