Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a struck by/crushing hazard:
(a)On or about 1/24/00 at the Westfield, NY yard; four rear-loading
container
garbage trucks had the container hold down locks missing.  This exposes
employees to being struck and crushed by a falling/swinging container
during the
emptying process.
Feasible abatement methods include:  1)  Contacting the manufacturers of
the Heil and
Packmore bodies for replacement parts; 2) Using the specifications
contained in the ANSI
Standard Z245.1 to manufacture replacement parts.  3)  Develop and
implement a
program to periodically monitor employees work to ensure the proper use of
equipment
and adherence to safe work practices in accordance with the ANSI Standard
Z245.1.  4)
Review Operator Safety booklets for vehicles with the employees.  5)
Develop and
implement a program to inspect vehicles and ensure all parts are in good
working order
prior to use.
