Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by falling cutters that weigh
from two hundred to
one thousand pounds:
(a)At the paint area - One 2x2x9 inch metal stanchion, in which cutters
stand, was
missing, allowing the cutter to fall during the painting process, exposing
employees to a hazard of being struck by the cutter.
Among other methods, one feasible and acceptable method would be to
evaluate and engineer
this process to ensure that the stanchions can support the weight of the
cutter; to extend the
length of the stanchions, ensure that the stanchions are welded in place
and install bracing behind
the stanchions.
