Section 6(a) of the Puerto Rico Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or physical harm to employees in that employees were exposed to: Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico: El patrono no proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten causando o que puedan causar muerte o dano fisico a los empleados, por cuanto empleados estaban expuestos a: a. Receive serious injuries which can cause physical impairment or death due to falls from different working levels of a telecomunication tower constructed in the Electric Power Authority facilities at Hostos Ave., Ponce, P.R. Employees wearing fall protection harnesses were ascending and descending through the diagonal braces of a 120 feet high tower without being tied of to vertical rope lifelines by means of the lanyards. Among other methods one feasible and acceptable method to correct this hazard is to enforce a fall protection system program so that the employees be protected when working six feet or more in height from the ground level. a. Recibir lesiones serias que pueden causar danos fisicos o muerte debido a caida de diferentes niveles de trabajo en una torre de telecomunicacion construida en la Autoridad de Energia Electrica, Ave. Hostos, Ponce,P.R. Empleados usando el arnes para proteccion a caidas ascendian y descendian a traves de las barras diagonales de una torre de 120 pies de alto sin estar atados a una cuerda salvadivas vertical por medio de un "lanyard". Entre otros metodos un metodo factible y aceptable para corregir este riesgo es poner en vigor un programa de proteccion a caidas para que los empleados esten protegidos cien por ciento cuando trabajan a seis o mas de altura del nivel de la tierra.
