El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a: "Legionella pneumophila"
a)From the 23 to the 26 of march 2002, four employees were working on the
cleaning of a cooling tower (Baltimore Aircoil Co., Model No. 33458R,
Serial
No. U000786001) located on Building #1 of AMO Puerto Rico Manufacturing,
Inc. facilities (Anasco, Puerto Rico):
1.Before flushing and cleaning of the cooling tower the employer did not
take water samples for analysis to determine the presence of Legionella
pneumophila and to determine the number of colony forming units
(CFU) per unit of water.
2.Chemical treatment was not provided to the cooling tower water before
cleaning works take place.
3.Employees engaged in cooling tower cleaning were not provided with
information and training regarding the hazards associated to exposure of
Legionella pneumophila in cooling towers.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:  establish a written protocol to follow before
cooling
towers cleaning take place, wich include at least the following
requirements:
1.Water sampling procedures for the detection of Legionella
pneumophila.
2.Water chemical treatment.
3.Information and training of employees.
Note:  OSHA Technical Manual Section III, Chapter 7 - Legionnaires'
Disease can be used as reference.
4.To prevent exposure during cleaning and maintenance, wear proper
personal protective equipment (a properly fitted respirator with a high-
efficiency particulate (HEPA) filter or a filter effective at removing
one-micron particles).
Note: Respiratory Protection must be in accordance to 4 OSH
1910.134requirements.
a)Del 23 al 26 de marzo de 2002, cuatro empleados estuvieron trabajando en
la
limpieza de una torre de enfriamiento ("Baltimore Aircoil Co., Modelo No
33458R, Serie Num. U000786001) localizada en el Edificio numero 1 de
AMO Puerto Rico Manufacturing, Inc. facilities (Anasco, Puerto Rico):
1.Antes de vaciar y limpiar la torre de enfriamiento el patrono no tomo
muestras de agua para analisis para determinar la presencia de
"Legionella pneumophila" y para determinar el numero de unidades de
colonias formadas (CFU por sus siglas en ingles) por unidad de agua.
2.No se proveyo tratamiento quimico al agua de la torre de enfriamiento
antes que los trabajos de limpieza tuvieran lugar.
3.Empleados ocupados en la limpieza de la torre de enfriamiento no
fueron provistos de informacion y adiestramiento en relacion a los
riesgos asociados a la exposicion de "Legionella pneumophila" en
torres de enfriamiento.
Entre otros metodos, un metodo razonable y aceptable de corregir este
riesgo
es: establecer un protocolo escrito a seguir antes que trabajos de
limpieza de
torres de enfriamiento se lleven a cabo, que incluya como minimo los
siguientes requisitos:
1.Procedimientos para muestreo del agua para la deteccion de
"Legionella pneumophila".
2.Tratamiento quimico del agua.
3.Informacion y adiestramiento a los empleados.
Nota: La Seccion III, Capitulo 7 del Manual Tecnico de OSHA -
"Legionnaires' Disease" puede usarse como referencia.
4.Para prevenir exposicion durante limpieza y mantenimiento, usar
equipo de proteccion personal apropiado (un respirador debidamente
ajustado con filtro de alta eficiencia para particulado ("HEPA") o un
filtro efectivo en remover particulas de un micron).
Nota: Proteccion respiratoria tiene que ser de acuerdo a los requisitos
del 4 OSH 1910.134."
