were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:

proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
At "Departamento de Salud", employees of the Environmental Health Local
Office,
Environmental Health Regional Office and Community Health Program Office,
were exposed
to inadequate handling of emergencies such as fires, chemical spills,
natural disasters, etc. On
March 12, 2004 a sphygmomanometer was broken accidentally and the mercury
inside
it was
spilled on the floor of a room used by employees to store equipment,
educative materials and
as a lunchroom. The room was closed and the mercury remains in the floor
for about six days,
before the employees were removed from the area. On March 24, 2004 the
spill was apparently
cleaned. On April 1, 2004 some wipes were taken that demonstrated the
presence of mercury
in different areas of the Environmental Health Local Office and the room
of the spill. On April
6, 2004 others wipes were taken and an 8 hour Time Weighted Average air
sampling for the
areas. The wipes demonstrated the presence of 1,400 ug mercury and the air
sampling was
0.0720 mg/m3,  demonstrated the improper cleaning of the area. The
Department did not have
an emergency action plan for situations like this one or other emergencies
or fires. Among other
methods, one feasible and acceptable abatement method to correct this
hazard is to develop and
implement an emergency action plan, train employees in emergency action
procedures and
evacuation and review periodically the plan. In addition, the employer
must assure that the areas
were clean of mercury presence before the employees return to work in the
offices, because
mercury can absorb by the skin and cause skin irritation due to contact.
En el Departamento de Salud, empleados de la Oficina Local de Salud
Ambiental, Oficina
Regional de Salud Ambiental y Oficina Programa Salud Comunitaria fueron
expuestos a manejo
inadecuado de emergencias tales como fuego, derrames de productos
quimicos, desastres
naturales, etc. El dia 12 de marzo de 2004, un esfigmomanometro fue roto
accidentalmente y
el mercurio dentro se derramo en el piso de un cuarto utilizado por los
empleados para
almacenar equipo, material educativo y como comedor. El cuarto fue cerrado
y el mercurio
permanecio en el piso cerca de 6 dias, antes de que los empleados fueran
removidos del area.
El dia 24 de marzo de 2004 el derrame aparentemente fue limpiado. El dia 1
de abril de 2004
algunos "wipes" fueron tomados que demostraron la presencia de mercurio en
diferentes
areas
de la Oficina Local de Salud Ambiental y en el cuarto del derrame. El dia
6 de abril de 2004,
otros "wipes" fueron y un muestreo de aire para ocho horas para las areas.
Los "wipes"
demostraron presencia de 1,400 ug de mercurio y el muestreo de aire
detecto presencia de 0.720
mg/m3 demostro la limpieza inapropiada del area. El Departamento no tenia
un plan de accion
de emergencias para situaciones como esta u otras emergencias o fuego.
Entre otros metodos,
un metodo de correccion factible y aceptable para corregir este riesgo es
desarrollar e implantar
un plan de accion de emergencia, adiestrar a los empleados en
procedimientos de accion de
emergencias y desalojo y revisar periodicamente el plan. Ademas, el
patrono debe asegurarseque las areas sean limpiadas de la presencia de
mercurio antes de que los empleados regresen
a trabajar a sus oficinas, debido a que el mercurio puede ser absorbido a
traves de la piel y
causa irrtiacion de la piel debido a contacto.n
