Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of an oxygen deficient atmosphere and
an atmosphere
containing carbon monoxide:
(a) The Universal All-Pro construction heater was not used in a well
ventilated area with a
minimum opening of 2 square feet near the floor and 2 square feet near the
ceiling as
required by the manufacturer to prevent the buildup of carbon monoxide.
Abatement Note: One feasible and acceptable method to abate this hazard
would be to follow
the heater requirements and operating precautions in the manufacturers
operating instructions
and on the placard attached to the heating device.

exposed to the hazard of explosion, asphyxia and central nervous system
depression:
(a) Employees were required to purge propane-air mixture from gas lines
into
the basement
mechanical room without the use of a burner to consume propane vapor.
Abatement Note: One feasible and acceptable method to abate this hazard
would be to follow
the guidelines set forth in the National Propane Gas Association Safety
Bulletin titled "Purging
Propane Vapor Piping Systems at Consumer Locations."
