Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck-by falling pipe:
(a)  On or about 02/17/04 workers were injured when a overhead pipe rack
fell striking
them.  One possible acceptable abatement method is:  (1) Place temporary
support blocking in
place when lowering braces.  (2)  Follow the guideline set forth in SFPA
Handbook of Fire
Protection Engineering, Chapter 3-32 Design Calculations, Hangers and
Hanger Supports:  "Any
hanger and installation method is acceptable if certified by a registered
professional engineer for
the following:  1.  Hangers are capable of supporting five times the
weight of the water-filled
pipe plus 250 pounds at each point of piping support..3. Ferrous materials
are used for hanger
components."  The employer has the ultimate responsibility to determine
the
best and most
appropriate means to eliminate the hazard.te
