employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to:
(a)Alaska Railroad Cruise Ship Dock, M/V Statendam, Seward, Alaska:
During tie-up and
cast-off tasks, dock safety ladders were not accessible at the water level
by the dock
"camels" positioned at each fender.  Employees are exposed to water
immersion hazards
resulting in hypothermia and drowning.ia
