Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to struck-by hazards of unsecured loads falling from trailers:
a) On or about November 5, 2004 employees were exposed to struck-by
hazards from material falling during the unloading/unsecuring of a flat-bed
trailer.  The driver had removed the side posts first and then pulled load
securement straps across the load (towards himself).  Part of the
unbalanced
load fell from the trailer, striking the driver.
Among others, one acceptable method to abate this hazard is to develop and
implement specific written procedures for up-loading and off-loading
flatbed
trailers.  The procedure would require employees to follow a specified
sequence which would ensure their safety during the process.  The sequence
for off-loading would include: leaving the side posts in place until all
securement straps were removed; throwing non-buckle ends of securement
straps over the load versus employees pulling either end towards
themselves;
and, staying out of the "fall zone" of product during unloading to the
extent
possible.
