Section 5(a)1 of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to electrical hazards:
Mechanic Shop - Employees were exposed to electrical hazards caused by the
Sefac yellow
automobile lift, Series #1200 M.5, which was not functioning properly.
The handle/knob of the
master control box at the main switch for the lift was completely broken
off.  Service Area
Mechanics were opening the cover and using a pair of pliers and/or a
screwdriver to engage and
disengage the ON/OFF switch.  The lift was not inspected on a periodic
basis and subsequently
not taken out of service until electrical repairs had been completed.
Among other methods, one feasible and acceptable method to correct this
hazard is to establish
and enforce periodic inspection procedures in accordance with ANSI B153.1
1990,
Section 7.3,
"American National Standard for Automobile Lifts Safety Requirements for
the Construction,
Care, and Use".
29 CFR 1903.19(c)(1) requires certification that the abatement of the
above violation is
completed.
