Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
Jewish Community Center of Omaha, 333 South 132nd St., Omaha, NE: The
employer did not furnish employment and a place of employment that was
free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees. Employees were exposed to electrical shock hazards in that:
When turning off a pool vacuum, they engaged a metal spark arrestor by
pushing it
forward with their fingers. The equipment was used in wet locations such
as a pool by
lifeguards wearing potentially conductive attire.
Among other methods, feasible and acceptable methods to control the
hazards is to:
1. Develop and enforce written procedures regarding safe operation of the
vacuum to
include warnings about potential shock hazard.
2. Insure that employees are dry and properly attired when operating this
equipment.
3. Examine alternative methods of starting and stopping the engine that
would
preclude having to engage the spark arrestor to stop the engine.
Abatement certification is required for this violation. The abatement
certification sheet is
enclosed with the citations.
