Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were likely to cause death or serious physical harm to employees in that
employees were
exposed to crushing and struck by injuries due to inadequate training on
use
of the skid steer:
(a)Western Colorado Drag Racing Association at 115 South Highway 146,
Grand Junction, CO 81503:  On June 3, 2005 the employer did not ensure the
employees were properly trained in the operation of the Caterpillar skid
steer
loader in than employee was struck by Caterpillar skid steer loader

operated by an employee who was not properly trained in the safe operation
of
the loader.  This condition exposed the employees to struck by and caught
between hazards while operating the skid steer loader.
Abatement Note:  Among other methods, one feasible and acceptable
abatement method to
correct this hazard would be to train the operator(s) in all aspects of
the Caterpillar Operation
and Maintenance Manual and the safe operating procedures adopted into the
employer's operator
training program (NIOSH Alert, Preventing Injuries and Deaths from Skid
Steer Loaders, DHHS
(NIOSH) Publication No. 98-117) and implement and enforce the safe
operating procedures,
such as but not limited to not allowing riders on the forks or bucket.
