General-duty citation text

40.1-51.1(a) of the Code of Virginia:  Drumheller's Towing & Recovery, did
not furnish a place of employment
which was free from recognized hazards that were causing or likely to
cause death or serious physical harm to
employees in that employees operate three hydraulic automotive lifts that
were not maintained properly and had
defects in their hydraulic operation.  The lifts are used for elevating
automobiles so employees can conduct work on
them.   The autos being lifted could seriously injure or kill employees
should they fall from the lifts.
At their Waynesboro location in the automotive shop, the employer provided
three lifts for employee use:
a Gilbarco GFF-90 Swing Rail-two post drive thru;  a Hydra-Lift 2 Post
Model 27BP/28 lift; and a Grand Inc.- Two
Post Asymmetric Lift.
No preventative maintenance or repairs had been made on the lifts.   ANSI
B153.1-1990  American National
Standard Safety Code for Automotive Lifts, requires the lift owner to
follow maintenance schedules provided by the
manufacturers.
a.  the Hydra-Lift's safety latch & the manual override rod  was not
adjusted
to force the control lever off.  When
the lift passes the top safety latch, the operator must unplug the lift,
as it continues to run, until it is unplugged.
b.  the Grand Inc. Lift, leaks hydraulic fluid regularly, and pops and
cracks, when a load is suspended. The
"Danger- Warning" sign posted on the lift, states, Do Not Use This Lift if
there is any unusual noise, hydraulic oil
leakage, and/or signs of excessive wear, as it must be fully examined and
the cause determined and corrected
before use of the equipment continues."
c.  the Gilbarco GFF-90 lift leaks hydraulic fluid on a daily basis and
has not been repaired.
Among other methods, one feasible and acceptable abatement method to
correct this hazard would be
to perform the manufacturer's recommended scheduled maintenance.
Establish a periodic inspection
procedure, as recommended by the manufacturer.
