Section 5(a)1 of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to struck-by hazards:
On or about July 11, 2007, employees at the workplace preparing to load
material on to a C-17
military cargo aircraft were exposed to struck-by hazards.  Employees were
located
approximately 200 feet from the rear of the aircraft while the aircraft
was being taxied to its
parking spot.  The jet engine exhaust blast lifted and threw plywood and
other materials that was
located approximately 175 feet of the rear of the aircraft though the air.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO
CORRECT THIS HAZARD IS: One means of abatement is to coordinate with
military
personnel the respective approach distances for ground personnel, by
specific aircraft type, as
identified in the appropriate military aircraft manual and/or
specification, and Air Force
Occupational Safety and Health (AFOSH) Standard 91-100. (Aircraft Flight
Line - Ground
Operations And Activities), para 1.2.17.3 and para 2.3.5, and provide
training to employees
who would be assigned to load/unload aircraft of the procedures to be
followed.
29 CFR 1903.19(d)(1) requires certification and documentation that the
abatement of the
above violation is completed.
