General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to structural collapse of the drilling rig: a) On or about February 10, 2009 and at times prior, the employer did not ensure that employees were protected from crushing hazards due to structural collapse. Pins, keys, bolts, and nuts were missing throughout the drilling rig structure. Proper inspections and preventative maintenance were not being performed on the drilling rig structure (Rig #10). Among other methods one feasible and acceptable abatement method to correct this hazardous condition would be to develop and implement procedures for inspection, maintenance, and repair of drill rig structures that conforms to API Recommended Practices 4G, Third Edition, April 2004. Abatement Note: Abatement certification and documentation is required for this item (see enclosed "Sample Abatement-Certification Letter").
